Joani Harlan is a problem-solver who knows how to make government work. With nearly 14 years of experience inside the Pennsylvania General Assembly, she understands the ins and outs of the legislative process and how to move priorities from idea to execution for our NSA clients.
Starting her career in state government in a legislative district office and rising to support a House Committee Chairman in the Capitol, Joani has earned a reputation for cutting through complexity, managing competing demands, and delivering results under pressure. She has also been instrumental in supporting grant applications, helping secure thousands of dollars in funding for the communities she has served. Joani brings a practical, solutions-oriented approach to every challenge, backed by deep institutional knowledge and a commitment to getting the job done.
Joani’s global perspective is shaped by her time living in Tokyo, Japan, where she developed strong communication skills and a deep appreciation for working with people from diverse backgrounds.
Originally from historic Gettysburg, Joani honed her public speaking and engagement skills early as a ghost tour guide. Joani balances her professional drive with time spent with her children, along with gardening, baking, and reading.
