Mary Keenan brings over 30 years of lobbying, public affairs and political experience to bear for her clients. Her in-depth knowledge of the legislative, budgetary and regulatory maze of state government adds considerable value to the advice she provides to clients. She has been active on a broad array of issues, ranging from managing grassroots campaigns on environmental and general business issues to lobbying for funding of cancer research, and securing millions in general fund appropriations and capital budget releases.
After serving as a contract lobbyist for many years, Mary joined Webber Associates in 2014 and became Principal in 2016. The firm is known for its personal approach, impeccable service and 30-plus years of experience in government affairs consulting, lobbying and policy development.
Prior to her work in the private sector, Mary spent 18 years as a legislative staffer. On behalf of the House Democratic Caucus, she served as founding Director of Legislative Development Office, Director of the Agriculture & Rural Affairs Committee, and Director of the Consumer Affairs Committee. For the past 20 years, she has served as a contract lobbyist for a variety of non-profits, economic development entities, universities, state and national corporations and trade associations.
Mary received both a BA and an MA from the University of Pennsylvania. She serves on the Boards of Keep Pennsylvania Beautiful and the PA Association for Government Relations.
